As a practical matter, it would not be at all straightforward to have
apt download these files. We thingk the current behavior is the right
model for how this should be done; however, it appears (based on various
reports of precisely this problem) that the new downloader code is not
as robust as it should be.
Do you know what kind of network error was encountered when you were
downloading? So far we've had little luck reproducing this bug on
demand, which makes it difficult to fix.
