This is because the update-manager code checks meta-release-lts instead of meta-release if prompt=lts and 12.04 isn't listed in meta-release-lts yet. This is a design design in that we think that people who want to run the LTS expect stability and would want to wait for the .1 release of 12.04. After the 12.04.1 release, it will be listed in meta-release- lts and then you would see 12.04 as being available.
