Public bug reported:

quantum-common should be having quantum-rootwrap instead of the quantum-
server package.

Entries sudoers entry like there is for nova is also missing in order
for rootwrap to work.

Defaults:quamtum !requiretty

quantum ALL = (root) NOPASSWD: /usr/sbin/quantum-rootwrap*

This seems to be needed for agents to work for example with openvswitch.
