Public bug reported:

When I drag an application from the dash to the launcher, and the
dialogue "Drop To Add Application" comes up, dropping the application
does not add it to the launcher.  Upon multiple retries, and if I drop
the application to the very left of the screen, it will work.  I believe
that the range provided for dropping applications isn't perceptive
enough.  Also noted that I have reduced my launcher to 32.
