I had the same problem and I was able to resolve it:

club77@raindance:/dev$ sudo eject /dev/cdrom1
eject: unable to eject, last error: Inappropriate ioctl for device
club77@raindance:/dev$ file /dev/cdrom1 
/dev/cdrom1: symbolic link to `sr0'
club77@raindance:/dev$ sudo eject -i off
eject: unable to find or open device for: `cdrom'
club77@raindance:/dev$ sudo eject -i off /dev/sr0
CD-Drive may be ejected with device button

For some reason the drive had been locked, but I wasn't able to pinpoint
the cause. We have only used the drive to listen to audio CDs with
Rythmbox after upgrading to precise.
