Public bug reported:

In the previous release of Ubuntu there were a known bug (#878820)
regarding the shortcuts for the windows placement using the grid plugin.
All of the shortcuts are working as expected but those used to place
windows to the left (ctrl+alt+4) and right (ctrl+alt+6) sides of the
desktop. Those shortcuts do nothing.

I'm using a fresh install of Precise Pangolin, with the latests updates:

txelu@txelu-acer:~$ lsb_release -rd
