For those who are also having problems with this, the configuration menu
is actually called "Displays" in 12.04 and the specific setting is
called "Sticky Edges".

For me, this is a horrible feature.  Several people I work with have
refused to upgrade until this was resolved.  That usually is not
behavior indicative of a feature.  If you do a quick google search for
"sticky edges", you will find several bugs and discussions about how to
fix this problem and two patches of people already trying to solve this.
I think this is incredibly short sighted to just call this one a
feature.  I don't think anybody wants it.
