This just happened to me too. I've tried deleting ~/.kde/share/config/kmailrc but it didn't do any good.
Then I copied and deleted ~/Mail instead and imported all the mails from the copy using KMails import-tool. This didn't go intirely smooth, since my old Mail-directory was a mix of mbox and maildir folders.
