This error also occurred on my unity-installation few times while using gimp & did almost drive me crazy, because it does not affect all open gimp-windows.
When the error appears it does ONLY affect new images/windows. All windows loaded until then are working just fine. But every new window- instance does not open the menu-entries (just showing the headers and opens 1 ultra mini child-entry with no caption). Btw... i now just figured out that the Print-Screen function is not working then hovering a unity menu.
