Sorry, my mistake. 
Alt-Enter (and all other shortcuts AFAIK) work in all operating modes (Gnome & 
Unity) under Ubuntu 12.04 provided I stay on the QWERTY area of the keyboard.  
Confusion arose because I did not realise that it does not work with the Enter 
key on the keypad extension.  
The original problem remains; the menu bar in Freeciv version 2.3.1, 
gui-gtk-2.0 client disappears in full-screen mode running under Unity in Ubuntu 
12.04. 
This problem does not occur running under Ubuntu 11.10 with Unity, or under 
12.04 with Gnome.
