The blowfish secret should since a while be always successfully included. What Richard Laager describes is also a side effect of another bug in the package and that was that the config only got reloaded when you touched a file under /usr/share/phpmyadmin (some internal phpmyadmin config file caching). In any case, I have strong reasons to believe that any current 2.10.x packages have fixed this.
