In reply to (In reply to comment #10) The following WORKAROUND inhibits picasa from automatically updating from 3.8 to 3.9:
1. Install any version (3.8 or 3.9) (I installed 3.8) 2. Run picasa and and select in Tools->Options->Automatic Updates: Don't check for updates 3. Close picasa and reopen it. Now it will automatically update to version 3.9. 4. Close picasa again and simply install version 3.8 without uninstalling 3.9.
