Thanks for your bug report. Adding a custom PPD in CUPS web interface works for me in Feisty as a user part of the lpadmin group.
Which version of Ubuntu are you using? Please provide the output of the printingbuginfo script for some basic information about your printing setup, it can be found here: https://wiki.ubuntu.com/PrintingBugInfoScript.
