Yep, I agree that this is a problem. I spent about an hour trying to work out why it wouldn't start. Running /etc/init.d/apache2 start does nothing, outputs nothing, and returns success. Also the comment in the script which says "Stupid hack to keep lintian happy. (Warrk! Stupidhack!)." is not what I'd expect to see in a project of this cailbre.
