Thank you for your bug report, that's not a bug and there is a setting for it in the system settings display config ("sticky borders"), the purpose of the "magnet" effect is to be able to grab the scrollbar on the right side of a dialog placer on the left screen (without it it would be tricky to go on the scrollbar line without crossing to the next screen)
