Many Thanks for this useful thread, and special thanks to theodotos for first pointing in the right direction. This problem drove me nuts for weeks. My mother regularly sends me important pdf attachments, sometimes they worked, sometimes they didn't. Even more bizarrely, I use TB on two different computers, and sometimes when the attachment couldn't be read on one, it was fine on the other, so the bug is intermittent _and_ inconsistent. I also found that using webmail there was no problem downloading/reading the same attachments. Changing the TB mail.server.default.fetch_by_chunks setting to false and repairing the affected folders immediately fixed the problem for me.
