I had very similar issue: launching designer-qt4 from the command line just displayed:

I'm running ubuntu 10.10, kernel 2.6.35-32-generic , amd-64, qt4-designer is 4:4.7.0-0ubuntu4.4 . Following this advice I just: - removed skrooge (0.7.3.2-1ubuntu1) , - autoremoved libpyside0.4 libshiboken0.5 skrooge-common, and designer now works and the problem was solved \o/ .
