Thanks for letting me know, Christopher. For me this seemed to be the very same issue. I read the guidelines on duplicates before, and I did not find any hint that it is forbidden to mark a bug as duplicate. Shouldn't the permissions of launchpad be fixed then, to allow only authorized persons to mark a bug as duplicate?
