First, it is better to translate the upstream project at https://translations.launchpad.net/ubuntu-docs/precise/+pots/ubuntu-help - of course there will be *always* some missing strings in the packaged version of ubuntu-docs, until you translate all the strings *before* they get packaged. Also better to check the presence of untranslated strings :).
Second, I can't find this string at all in the current ubuntu-docs in yelp. The wireless troubleshooter is translated nicely for me. So my bet is on that this string is obsolete now. In general, with documentation there should be no such thing as "string not marked for translation" as with programs.
