UPDATE: I booted into recovery mode, ran sudo apt-get remove fglrx.
Booted into mint12, installed the full catalyst drivers (12.3) direct from ATI website. This fixed the Italic tooltips for me and seems to have reduced the Shell crashes but they are still present.
