Public bug reported: cloud-init is being run in more non-EC2 environments, and in those environments it is likely that http://169.254.169.254/latest/meta-data/ is not available, and possibly fully firewalled off.
Right now, if a system with cluod-init is unable to connect to http://169.254.169.254/latest/meta-data/ , it will sit indefinitely trying to do so. We need a timeout on that url.
