If Ubuntu wants to penetrate the poor and uneducated and help them to a better way of life, this is the kind of how tos that must be very easy for them to find and use. Perhaps your idea of linking the wiki to the solutions tab is much better for the user because they can search only in the wiki first instead of the larger and more confusing launchpad. I think the best solution would be to provide a separate website that contains only solutions. It could be called ubuntuhowto.org
I am very glad that you are making progress on this. I hope you can establish the best solution and make it a foremost target in the minds of all developers, documentation writers, and maintainers. When I have ideas like this should I send them someplace in addition to launchpad?
