Dear Haggai, Friends, You actually mean that RTL (CTL) would be enabled if a relevant (RTL) keyboard layout is present and not an input method.
But I think that we digress. If there's no good explanation as to why RTL support should be disabled by default than it might as well be enabled by default. Is this a build time switch?
