Hi, I bumped into this issue, and lowering the ruby-rack dependencies fixed the issue for me. The redmine wiki also lists a much lower rack version dependency(Rack 1.1.x for 1.3.x and even for trunk) than 1.4.0, so I guess it would be safe to fix that in the control file. see http://www.redmine.org/projects/redmine/wiki/RedmineInstall
