Public bug reported:
I was running a full-screen app (pyroom) on my main monitor which was
fine but when I full screened any other app on the other monitor, unity
paint shadows for missing menu bars on whichever monitor has focus.
Not sure if related, but this seems like a partial fix to another bug I
was experiencing where the panel showed on top (bug #734908)
