Same here.. I'm on a Lenovo ThinkPad T510 and most of the time disable
my TrackPad. Now whenever i close the lid or reboot, the trackpad is
active again. And when I deactivate it the activation notification in
the upper right is shown.

Steps to reproduce:
1. Disable TrackPad
2. Close the lid (Goes into Standby)
3. Open it again
4. The TrackPad is active again

Expected:
TrackPad should stay in deactivated state.

This actually worked in Ubuntu 11.10 out of the box.
