* Fix string encodings mismatch without mousetweaks; This fixes an issue
where onboard fails to launch on Xubuntu which doesn't have mousetweaks
installed by default (LP: #958385)
- add debian/patches/fix_encoding_mismatch.patch
- update debian/patches/series
