Thank you for your detailled bug report, the bug tracker is not the
right place for such design discussion though, it's made to track
defects in the software, mailing lists are better to raise such topics
To reply to some of the points you listed

Those are already reported bugs and known issues, see bug #955676 for

position if you place it in a unavailable space. It would be nice to see
some sort of an effect, as there is no effect now and it is very bare.

GNOME stopped displaying a desktop, they just display a wallpaper, maybe
Ubuntu should be doing the same since the dash is meant to be the way to
access files and applications in Unity...
In any case some of the improvements you list would be nice but that
sort of work is low on the priority list and it didn't happen for 10
years, it's not likely it will happen now that the desktop is faded out
if nobody steps up to do the work
