The Spanish languages pack are not available with out Internet connection. They aren't in the CD. If you select Spanish without Internet connection. All the Spanish packages are not going to be installed.
Can you check out in the Applications->System->Languages Support : 1) If you have Spanish Installed 2) You default Languages is the Spanish I think the ubiquity should warning about these in the installation when you don't have a Internet connection. I don't know if you use the Update Manager update install the packages When do you have a Internet connection.
