There is just one open_url() method in apport, which uses xdg-open.
There is no x-www-browser in the Apport code anywhere, so I guess the
reason is that in the "crash" case open_url is called in a different
context. Cuold that be because you were reporting a crash that happened
to a system-level program, not as your user?
