This is a problem of all applications using libgnomeprintui.
libgnomeprintui is not maintained upstream anymore and will be replaced by the 
GTK printing dialog (evince currently uses it) which already has the 
possibility to print in reverse.

If you have a face-up printer you can set outputorder=reverse as a default CUPS 
server option for your printer to make all applications print in reverse by 
default, use this command:
$ lpadmin -p printername -o outputorder-default=reverse
