You link to a blog posting that explains how to compile mplayer-vaapi from source. It may or may not be a good starting point for the actual packaging, which this bug is about. Unfortunately, it seems nobody has started this yet.
On a personal note, I don't think yet having another copy of mplayer in the archive is a good idea.
