This solution violates the principle of least surprise. If an installed package has an init script that has been disabled it is obvious that the individual/s who manage the system want it disabled. The current upgrade script blindly assumes either the sysadmin did not know what they were doing or they made a mistake. Upgrade scripts should never make such assumptions and should always respect configurations made by administrators.
