For being able to use the URI file:/dev/usb/lp0 you need to run the
command

cupsctl FileDevice=yes

in a terminal window to activate file:/... URIs.

In Precise (12.04 LTS) this should not be needed any more. The
USB->Parallel adapater should be recognized as "Unknown printer" by the
standard backend and you should be able to set up the printer with
system-config-printer, only needing to choose the model manually.
