[hp nc-6400, kernel 3.3.0-030300rc7-generic ] Unfortunately, with another day or so of experience, I have to report that this does not fix my freezing-inputs-on-battery-power problem, after all. Three times now it has returned, just the same as ever.
Interestingly, there *has* been an improvement with the kernel change; the suspend-on-close, which never really worked under Ubuntu (although I eventually got it to work with Gentoo, once), now works just fine. At least something is better about this kernel on this system!
