Yes, you are right: The GUI Language is the expected, but the number format will not be correct. And I agree that this problem should be fixed instead of implementing the workaround.
But since this bug has been pending for more than a year w/o a fix, my suggestion is that the workaround should be enabled by default so the everyday user can work with scribus.
