Are you trying to perform a fresh Precise install with the non-pae kernel? 12.04 is the last release that will support non-PAE. The default (and boot) kernel for 12.04 32 bit is now the PAE kernel, so there is no easy way to install a non-PAE kernel. We are only providing an upgrade path from prior releases.
