I was thinking about the case of an end user that doesn't know anything about profiles and that has turned a profile in complain mode. Suddenly he is asked to merge a profile by hand. A similar use case would be when a user has updated a profile using a frontend administration to modify one of his profile to suit his local configuration. A new apparmor-profile package is published which contains important fixes. How is the merge handled ? Anyway, these are long term problems.
