I think you're right. It's possible to have the resume issue and not the IRQ 
issue. If you have both then I assume the resume issue will mask the IRQ issue 
until its resolved? My thinking is the resume issue only manfiests itself if 
your resume partition is referenced using the non uuid syntax or if the swap 
partition being used for suspend is "reformatted" using mkswap (in which case 
it gets a new uuid).

I believe /boot/grub/device.map is used to try and work out what order
the BIOS sets disks up in and how they relate to the Linuxes idea of
disks (so a mapping is made between grub's hd() syntax (which at boot
time is dependent on the BIOS)  and linuxes hda/sda syntax). It will
only impact you if you are reinstalling the grub bootloader (i.e.
redoing the MBR). A kernel update will not do that but upgrading to the
next version of Ubuntu might...

In other news, I have just tested this on a machine with ICH7 controller
and the ata_piix is loaded correctly and used in 2.6.20-16.
