If I understand it correctly but is that the message does not tell you
how to stop new messages coming into Mailman.

The message included as a debconf note actually details step by step how
to deal with this. Specifically about stopping new messages from
entering mailman it says: "Stop new messages from coming in (at the MTA
level).". That's about as specific as the message can get, because
there's endless ways of configuring mailman with different MTA's.
Stopping your MTA is one possible solution.

I don't think this needs any change.
