Same with me, I have enabled horizontal scrolling, checked, double checked and triple checked that it's still enabled; it is. It works fine until I put the machine to sleep and then wake it. At that point, vertical scrolling works perfectly, but horizontal scrolling doesn't, even if I move the cursor to the scroll bar. But it will scroll by holding down the left button and dragging the scroll bar to the right or left.
The weirdest thing though is that it doesn't do it every time it's woken. Usually, yes, but not always.
