I have the same problem on Oneiric, but the nightmarishly lengthy

dbus-send --system --print-reply --dest=org.freedesktop.ConsoleKit
/org/freedesktop/ConsoleKit/Manager
org.freedesktop.ConsoleKit.Manager.Stop

works. Another thing which works for me is the much shorter

halt -p

I also second the request that /etc/default/halt should be evaluated as
expected though.
