I actually was coming here to post that I've had this problem since Hoary (I think, might have been Dapper). It worked on the Live CD of Dapper but not the installed version.
I think its not a hardware failure but maybe a problem with the manufacturers setup of the HDD. I've not had the HDD as long as I've had Ubuntu installed.
