Binary package hint: gnome-cpufreq-applet

By default, the cpufreq-applet cannot change the governor setting from
itself and AFAIK there is no other way to change it in GUI in GNOME. A
simple "sudo chmod +s /usr/bin/cpufreq-selector" would solve the problem
and I remember having to do this back in dapper or breezy and I am quite
surprised it's not fixed as it would be very simple to fix.
