This problem manifests in a Thinkpad T42 running Feisty.  I noticed a
new package named "linux-mages-2.6.20-16-386" and thought this would be
an official substitute for the adhoc one at
http://rookery.ubuntu.com/~kyle/kernels/salgado/2007-04-25/.  Doing
nothing else, this does not fix the problem.  I then opened
/etc/defaults/acpi-support and made sure that HIBERNATE_MODE is set to
"platform".

While trying to track this bug down, I changed the T42's BIOS settings
to emit a beep whenever the keyboard volume buttons are pressed.  This
beep normally sounds quite ordinary.  When the bug is active, this beep
sounds like "ZUP" as if it's being choked halfway through.
