This problem manifests in a Thinkpad T42 running Feisty. I noticed a new package named "linux-mages-2.6.20-16-386" and thought this would be an official substitute for the adhoc one at http://rookery.ubuntu.com/~kyle/kernels/salgado/2007-04-25/. Doing nothing else, this does not fix the problem. I then opened /etc/defaults/acpi-support and made sure that HIBERNATE_MODE is set to "platform".
While trying to track this bug down, I changed the T42's BIOS settings to emit a beep whenever the keyboard volume buttons are pressed. This beep normally sounds quite ordinary.
