As the prospective maintainer of this package for Ubuntu, I think it would make sense for the benefit of everyone if this could be uploaded to Debian first and then copied to Ubuntu like most other packages.
You can do this fairly easily by first opening an ITP bug in Debian against the wnpp pseudo-package, preparing pretty much the same package and sending an email to the debian-mentors mailing list after making sure it builds and runs properly and uploading the source package somewhere.
