Can you test the same setup with Precise alpha-2 or with a clean Oneiric installation using the packages from oneiric-proposed (see bug 889423).
Quite a few race conditions at boot time have now been fixed in Precise and uploaded to oneiric-proposed, everything should be using /run/network nowadays which is always a tmpfs mounted early at boot time (initramfs usually) and so should avoid any issue with having /var on a separate partition. We'd definitely appreciate pointers to anything that's still directly using /var and doesn't deal with it not being mounted yet.
