My bad, it doesn't actually scroll faster. I simply left the launcher
bar by moving the mouse up to the top panel area and the launcher just
returned to its normal state.

Anyways, it would be nice to know from Design, whether scrolling should
continue when hovering the top panel area over the launcher or not.

Currently, the launcher seems (I haven't looked at the code) to scroll
at a higher speed when touching either the first row of pixels, or the
last one. The last one is easy to access, as it has infinite height and
width. However, the first row isn't easy to access, because if you go up
just one pixel, you leave the launcher bar area and the launcher returns
to its normal state (like what happened to me in the first place).

In the attached clip I do the following:
* Slow and faster scrolling downwards,
* Slow and faster scrolling upwards, and
* Leaving the launcher bar via the top panel.
