screen-4.0.3-14ubuntu1.2 Ubuntu 10.04.3 is affected, too.

To workaround this one has to export the desired locale environment to
the screen command, e.g. "en_US.utf8" with:

  @reboot LC_CTYPE=en_US.utf8 screen -d -m myprogram

PS. cron exports SHELL=/bin/sh to screen by default.  Export e.g.
SHELL=/bin/bash or add "-s /bin/bash" to screen options to change that.
