Public bug reported: System Settings > Appearance only lists the themes Adwaita, Ambiance, Radiance, HighContrast and HighContrastInverse. This while Advanced Settings (Gnome Tweak Tool) also lists Greybird and Raleigh plus any Gtk+ themes in the user's ~/.themes.
